The Personnel Committee was formed in 1983 by action of Convention, to be composed of nine members, 1/3 clergy and 2/3 lay plus a diocesan staff person ex officio as a resource. At the 2007 Diocesan Convention the following resolution was adopted that a Diocesan Personnel Committee be appointed by, and advisory to, Council to review relationships regarding clergy and lay employees of the church, and to make recommendations of standards and procedures in such concern as compensation, benefits, job expectations, styles of review, and mutual evaluations to Council for action and approval.
The Personnel Committee is responsible for the Salary Housing & Utilities Schedule that determines clergy compensation. The Committee tries to follow the mandated goal of Convention “. . . that median clergy compensation in the Diocese of Oregon be at the median among all dioceses in the Episcopal Church.” Our goal is to be ranked 50th out of the 100 dioceses in the church. In recent years we have slipped in comparison with other dioceses’ average compensation so the COLA is intended both to address actual cost of living increases and adjust our average compensation to be more competitive with the national average.
The Personnel Committee urges congregations with lay staff to develop standards and ranges so that lay employees will have step increases in compensation available to them based on years of employment. The goal for all is parity between lay and ordained staff members, and increases recommended by this committee should be viewed as a minimum rather than a maximum.
The Committee has been fine tuning the Diocese’s Policies & Procedures which can be found on the diocesan web site. With guidance from Bishop Hanley we developed a Clergy Guide that built on a guide developed by the Oregon Clergy Association about 20 years ago. And we are presenting a resolution to convention that will implement General Convention Resolution A177, The Denominational Health Plan of the Episcopal Church by January 1, 2012.
It is our hope that workshops can be provided for parish leaders so that they can become familiar with the Policies & Procedures of the diocese.
